Precision Container Aerial Delivery System

Cec is a globally recognized C-130 SME, with a 44-year career as a C-130 Pilot flying over 9,000 hours on combat & MAFFS aerial firefighting missions. Cec was the Chief of Staff of the 153rd Airlift Wing of the Wyoming Air National Guard & was Dual-Hatted as the Assistant to the Commander of the 18th Air Force at Scott Air Force Base, the home to the Major Command Air Mobility Command (AMC).

 

Cec currently serves as the Vice Commander & Government Relations Advisor of the Civil Air Patrol in Wyoming, in addition to, being the National Guard Association (NGAUS) Air Resolution Chair. He formerly chaired the Air Directorate Field Advisory Council, the C-130 Weapons System Council, & the C-130 Operations Group Council.

 

During Domestic Operations (DomOps), Cec served as the Guard FEMA liaison for large-scale disaster support including the relief efforts for Hurricane Katrina & managed MAFFS operations at the 153rd AW.​

Cec is known for his innovative thinking, having made a major impact on his field with innovations including C-130 flare development, MAFFS II development, & pioneered the use of Night Vision Goggles in 1994. He has extensive experience flying low-altitude airdrop and firefighting missions day & night during combat & MAFFS missions and is passionate about how this technology can create a safer flight envelope for all involved. 

Matt brings a wealth of experience to the team from his career in manufacturing, supply chain, & innovative consulting work. As our Chief Strategy Officer, Matt fulfills a pivotal role in forging collaborations with heads of state and military departments. He serves as the primary liaison for the program, diligently working alongside these stakeholders and partners to ensure the seamless execution of all missions. ​

In addition to managing corporate strategy, Matt plays a key role in our "Train-the-Trainer" program, PCADS demonstrations, and is FAA licensed for commercial drone operations.

About

The Precision Container Aerial Delivery System (PCADS) was developed in partnership with Boeing, the US Air Force, and the Forest Service to develop a generic and safe high-altitude wildfire system.

 

  • PCADS is a standard/generic Container Delivery System (CDS) capable of operating on most military transport fixed-wing & rotor airframes and helicopters with a rear ramp including C-130, C-17, CASA-295 & CH-47.

  • PCADS is a 2,000 lb liquid CDS that employs a variety of liquid-concentrated chemicals mixed with water depending on mission parameters varying from wildland fire to agricultural protocols.

  • PCADS is 24/7 Mission Capable

  • The patented High Altitude Low Opening (HALO) time delay enables safe mission flight profiles by flying level, eliminating dive bombs, & increasing deployment altitudes from 100-200ft to 500ft AGL and higher.

  • PCADS have been proven in red flag winds of 50-55 knots with high target accuracy.

Use, Approvals, & Current Operations

2017

US DoD - USAF/ANG

After extensive Research, Development, Test, and Evaluation (RDT&E) with the Air National Guard Air Force Reserve Command Test Center (AATC), PCADS was approved for use by the USAF Air Mobility Command (AMC) as a generic CDS for use on Wildland Firefighting Missions with C-130 aircraft.

2018

Royal Thai Air Force (RTAF)

RTAF "Lucky 6" C-130 squadron mission developed to fight wildfires and have been successful in reducing PM2.5 dust with USFS-QPL approved water enhancers with PCADS.

2022-2023

Turkish Air Force (TUAF)

TUAF 222nd Squadron completed our "Train-the-Trainer" program and have been deploying PCADS on wildland & shipping port fires after the major earthquakes in 2023. During this time, the Turkish Ministers of Agriculture & Defense requested that their Land Forces CH-47F helicopter squadron also receive our "Train-the-Trainer" program and mission development in 2024 with the success of the C-130 program.

2024-2025
EU & US Operations

For 2024 we will be coordinating with rescEU & several Civil Protection Ministries in the EU to operate a demo of PCADS in the early part of the year with C-130 & C-390 aircraft. In addition to our EU operations, we will be entering the initial phase of an RDT&E program with USAF to develop the Tactics, Techniques, and Procedures (TTP) to develop the PCADS DomOps missions with the Air National Guard & Air Force Reserve.
